Developer Projects Malta Ltd. and Seabank have proposed a 24,000-square-metre shopping mall, a casino-hotel, a residential community, and a concert venue at the Institute of Tourism Studies (ITS) site on the coast of San Giljan

The ITS will close after the academic year in 2016 and be relocated to a new premises, which will allow for construction to begin on October 3rd, 2016. 

The mall will contain three levels with 17,690 square metres of retail space and 200 square metres of supermarket space. The remaining space in the mall will be allocated for high-street fashion outlets and other branded cosmetic, home, technology, and entertainment retail stores. The mall is scheduled to open in June of 2018. 

The Hard Rock casino included in the expansion plans will be laid out over three floors, with a combined 2,085 square metres of space. It will include 25 table games, 375 slot machines, a professional poker room, and a bar and restaurant. The developers are still looking for a site for the Hard Rock Hotel, which will house 260 rooms and 110 suites and feature a tower-top Sky Bar overlooking the beach.

The developers hope to attract more tourism to Malta through the hotel and casino, in which they hope to host international Pokerstars events. 

The hotel will also house a separate state-of-the-art concert venue for 1,000 seated guests and 2,500 standing guests. 

The final portion of the developments consist of a residential gated community. In an attempt to isolate residents from busy city life, the towers will consist of 209 luxury apartment units. These units will be spread out over two towers: the 29-storey Tower A that will begin development between April of 2017 and June of 2018, and the 23-storey Tower B that will begin development between July 2018 and August 2019. Tower B will also house five levels of prime office space.
