It doesn't look like the 12 July parade. Spectators are not dressed for July, trees lack leaves. Obviously an orange event, but cannot be the 12 July affair.

It looks like a fife and drum band, maybe military or militia related. The caps with the hackles/plumes would seem to indicate this.

Even in Belfast the parades are smaller than they once were - in the 1950s they used to take over 3 hours to pass going to The Field and longer when they returned - primarily due to the 'refreshments' consumed there!
 
In the 1850s the Orange Order used to march slowly and loudly through the Irish Catholic neighbourhoods of Corktown in the hope that the Catholics would start throwing stones. As the 12th of July approached, the Orangemen would let off guns and fireworks in the evening air, while the fife and drum bands practiced their protestant tunes. There was a militant Orange branch called the Orange Young Britons, who would play their protestant tunes loudly under the windows of a Catholic orphanage on Lombard Street, just to be provocative.
 
We tend to forget just how bad the traffic could be in the city's past. Cars dominated downtown traffic by 1920 and continued to clog the streets afterwards. Traffic surveys in the 1920s and 1930s show that more than 95% of downtown commuters came and went by streetcar, yet the <5% who drove clogged the streets for everyone else.
