Do we know for sure it’s closed for good? I always thought they opened it temporarily while the full reopening would happen once the Fresh Market connection to the York foodcourt opens. The lower level of Bay is basically just a connection point at the moment, but once the retail opens, the Fresh Market, and connection to York, people are much more likely to linger and eat in that area.
I agree with you, I do NOT think it is permanently closed and there are several signs in Union saying "Foodie Aisle this way". My suspicion is that the merchants set up their space and tested it out but did not get enough passing traffic so they agreed with Osmington (the head leasee) to close and pay no rent until the main Food area opens up. All the restaurant equipment and signage appears to be behind the screens.
 
The east doors on Front @ Bay are finally unveiled. They had been hidden by orange tarps for 6+ months. Must say they do not look too exciting to me but ... I assume they still need to do the equivalent doors @ York (going to GO offices).

Yay I’ve been waiting for it to be revealed, the East Wing can open soon!

The ones on York don’t go to the offices, they are an official entrance into the stations, which is what the doors on Bay will be.

Yes, the (York Street) doors do go into the station and to UPX but the main doors to the GO offices are there too, in fact you pass them as you enter. One day, the main floor of Union will be open to the public from Great Hall to Bay and then the Bay doors will be public doors too.

I found the weirdest proposal for Union station yet... One to build a PATH bridge over the tracks and canopy, demolish the Toronto offices in the East Wing, and make this event-art-park-staircase hell-walkway-concourse thing. Horrible idea, glad it died and never came to be.
