Why is there a fence blocking the MUP? It looks like there is a sidewalk in front of it going from the parking lot to somewhere?

I was there a few months ago and that fence was there. I thought it was temporary, guess not!

Does that MUP go right by the Remand? Maybe it's there to prevent people from walking by during the demolition?
