I had forgotten it wasn’t gonna undergo just a renovation like the renderings here show. Is the updated proposal to build another super tall condo?

This will be tallest tower (at 25 storeys and 101m) to ever be demolished in Toronto. Oddly enough, the old record-holder was the Toronto Star's previous HQ at King and Bay (22 storeys, 89m) in 1971.
 
I hope that they don't make the new one such that the TMD is sticking out at the top with this like they did with the tallest building.

That still isn't actually confirmed and there's a little bit of debate between everybody whether they actually are going to cover it I think looking at the rendering as opposed to the architectural that there is a cut out to show the top of the tuned last damper and that the facade raises to shield it like you see on prestige
 
The height increase should be contingent on reducing the podium height, there's absolutely no reason for the 3rd phase to have such a monstrously large podium.

Actually now that I mention it, how would one go about making this comment to the city about that in this case?

I wouldn't mind it if they incorporated some setbacks not just a flat wall
 
Not a fan of this purposed change. A city's tallest building should stand out as much as possible; having nearby neighbors that are close in height would detract from its visual impact and diminish its symbolic prominence.

I would agree if it weren't the same developer and the building looked completely different like for example if prestige was taller it would look dumb but the building being proposed is very similar to the same glass and balcony style as sky Tower so they were almost look like siblings
