Rental replacement policies in Hamilton prevent this kind of move - once it’s rental you can’t change it.

Nothing stopping someone from building a parking garage podium with residential on top and then reserving some spaces for daily/office users.

Unless the owner is greedy and won't develop or sell the lot and holds onto it for years.
