That makes sense to me. As resident in the area, I am really looking forward to this new urban park. On another note, I really hope they repave the area behind the Canada Public Building to clean it up. It looks pretty beaten up due to construction equipment.If that's the case then it's most likely a test fit for the winter and they are trying to do it while the grass is still dormant so as not to stress it out by having it covered for multiple days

Sad, but you are likely correct, unless Hines has to restore it properly as part of an agreement to use the property? One can hope. The developer, who is continuing to get his permits lined up. Section 37 and similar 'fees' are negotiated during the to-ing and fro-ing of municipal approvals.
