It's not just RAW. The City has a mysterious love of 'differentiation' whereby UD instructs that you make the lower and upper sections of your building materially different. Stupid, overly-complicated, ridiculous policy that nevertheless - like angular planes - is something they'll cling to forever.
 
Agree about that metal can on top and out back. It looks like one of those buildings where they ran out of money. That condo on Front East just west of St. Lawrence Market is another case in point. During construction I thought the last shipment of bricks was late but that tin can on top was the finished product. Looks very cheap.
