There are a bunch of machines and setup going on in this block. 4A, 4B, and 4C. Drilling rig is on site as well now...

That large pool of water at 4C may have slowed them down but it's not stopping them. They appear to already have drainage set up while all the machines dig out 4A.

And this appears to be the main gate right now. A little "Tridel" booth on the south west side of 4C.

Looks like the Geo-Thermal going in, not at the shoring stage yet.

Is it still considered “pre-construction” or it’s started?

I'm not sure whether UT accepts Geo-installation as the start of construction or shoring.

@interchange42 may be able to shed some light on that.
