Mystery solved. The boarded up windows were for a swing stage for work on levels 19-20?
Um, why 47 floors up? The mystery continues……

I've always thought that boarded up windows on towers under construction where a result of an oopsie with whatever the crane was carrying up that lent itself to smashing in the respective pane. And remained as such under the boarded plywood until a replacement could be found for it. Never figured that it wasn't always the case. >.<
