There are some nice elements here and while I understand the target market is student housing, the tiny windows and lack of balconies makes this look like they re-used plans from a continuing care hospital campus

It appears quite institutional to me and is in alignment with other student housing in the city and other campuses that offer dense, single-room-type housing (Dalhousie comes to mind).

Well on one side, the building will bring a bunch more people living in the area so that's a positive at least. As for the look of the building, that is definitely one of the most uninspired buildings that could have been put there.

You could simply apply the same alternating treatment above the original brick side, and it would look much better overall.
I think it was always going to be smaller windows, though, to reach the 696 units.
