Those renderings do not depict the 29 floor tower, they are the same renderings that were submitted with the SPA and are just being used again even though phase 3 is getting the height bump. They only show the 19, 23, and 24 floor towers which have SPA. The tower to the right in the first rendering and the tower to the left in the second will be the 29 floor tower provided the OPA and ZBA are approved.
 
For those curious the tower crane is now up for tower 2 (23 floors), they've been working on the excavation for the last little bit and started some foundation works.

I unfortunately don't have a picture since I went by this evening after it was dark, but if I venture this way again I'll try to snap one.

The intent for Vive on this site is to have the next building follow in succession, complete one then move to the next. Phase 3 doesn't have a decision in terms of the ZBA/OPA that was submitted for the extra height but that will be coming in the new year, at which point there will be some clarity on that.

Stephen Litt (Vive's CEO) has previously said that he wants the construction of Tower 2 to be completed by the end of 2027 and Tower 3 being completed by the end of 2029. Tower 3 is also being designed to include a daycare on the ground floor with 3 classrooms.

In terms of permits Vive's permit for above ground construction is under review for Tower 2, comments have been provided by the city and a resubmission has occurred, it is extremely likely that this will also be precast so it will fly whenever the permit gets issued.
