Looks like plans have changed from the render and earlier design... The stairwells in the NE and NW corners are non-existent and those brick corners are unfinished, wonder what they're thinking. They could still build them out as what's there now looks to be a doorway that could lead to a stairwell? They just didn't build any other part of the stairwell.
