Have they disclosed why the design is in limbo? Does it have anything to do with the soil condition?

Queen shaft design ask for inclined retaining walls once it hits the bedrock (below piles) to expand the width and accomodate 2 separate tunnels. This is due to the confined surroundings where they can not excavate straight down from street level as in other stations shaft.
There are concerns after contractor's internal audit (overlaying european standards, not required in contract) that the angle of these walls are too agressive and poses potential risk. So now they are trying to justify the design by going back and refining the inputs, and at the same time working on an alternative design and assess the impact of this change.

TBM 1 is now expected to be assembled by March and TBM 2 by April. In the last community meeting slides, this was pegged for a May completion so it seems they're a bit ahead of schedule The most recent schedule anyways.
