It looks like an intentional seam; there's some forms still in the concrete.

The rebar would hold them together, but a cold joint in concrete has to be designed and accounted for.

I noticed the same thing with the concrete at Kensington Manor. Certain parts look like the concrete has crumbled away on the corners.
