^Ah, so a stop that's a de facto shelter (because there is really nothing around it) is ok because you 'used quarters a lot'. cool.
 
The Quarters stop should never been fully built. Rough-in, yes. But not built until it was confirmed that development would start around it.
The Quarters stop is located in the heart of Chinatown. They had to remove the old Harbin gate to accommodate construction. Of course, you can debate how much people actually use the place, especially the Chinatown residents, but acting as if there's little to nothing there is deceptive.

Historically I suppose, but the heart of Chinatown moved away from this area decades ago although still a few things left such as the seniors residence.

However, mostly this area is a collection of empty or underused commercial space and parking lots.

Historic chinatown was gutted via development, much like historic black neighborhood's were.

We are only slightly better than Calgary, who has the distinction of having tried to burn theirs down along with physically harming the people who loved and worked there.
