That only applies for buildings built after Nov 15, 2018 I believe - rent caps still apply for the majority of rentals - 2.5% for 2025 and 2.1% for 2026 I believe.. you nearly gave me a heart attack there for a second lol..

And there is definitely demand..

This is a new build, so there is no rent cap, I suspect it will finish after 2018 lol
