Coronation Park Rec Centre, which is a smaller facility but still a nine figure project, started construction only a few months ahead of this project yet it was delivered under budget (and ahead of schedule) with seemingly little required value engineering.

So WTF happened here?

From the outside looking in, proceeding with construction while still stickhandling the design/programming with the intent to tender work in future phases during a high inflation environment seems like an exceptionally risky decision. Especially when the contractor and consultants know they can milk their public sector client with endless change orders and eng/design fees.

You can see the difference vs Coronation where they had maturity in their design/scope, got the required $ upfront, and were able to go with a lump-sum delivery that (assumedly) allowed the contract to lock-in pricing with suppliers/subcontractors.

I wonder if a CCDC stipulated price contract is possible with projects of this scale? I'm assuming not, otherwise the City would likely be looking for fixed prices for those large projects, but I could see why contractors would hate that.

The repeated, combined incompetence on projects like this is maddening. From top to bottom, all parties. I’m frustrated because we get one rec Center for the price of two, we have so many infrastructure needs and can’t be wasting dollars like this.
