Site Plan application for the proposal to construct a new 5 storey (plus a mechancial penthouse) office building at the south-west corner of Allen Rd. and Sheppard Ave West for the Government of Canada (GoC). The building will contain GoC departments and underground parking.

Hmmm the description does not match the address. The description is Allen Rd. and Sheppard Ave., but the address is at Keele St. and Sheppard Ave.
 
Resurrecting this thread to share that in line with the 2022 Site Plan Application, work has begun on the road servicing this building, as well as prep work on the area just behind.

Your guess is mine as to whether this is more relevant to this building, the id8 Downsview project in general, or the Rogers Stadium development on course for next June.

In any case, here is the progress as of October 8th:

Haven't updated in a while. Some temporary buildings are now up on the site.

November 15th two cement pads are in place, as are the light standard supports.

Based on conversations that our volunteers and students have had with some of the Northcrest and Downsview folks, those temporary buildings are related to the new ROGERS STADIUM build on the runway -
 


Downsview Community Recreation Centre


A new Community Recreation Centre is coming to 1377 Sheppard Ave. W., near Sheppard Avenue West and Keele Street in the Downsview neighbourhood. The design will be developed through community engagement and will provide cultural and recreational opportunities that support the growth and well-being of the Downsview community.

Project Timeline

  • Spring 2026: Hire a design team
  • Summer 2025 to Spring 2026: Community Engagement Phase 1
  • Spring to Fall 2026: Community Engagement Phase 2
  • Fall to Winter 2026: Community Engagement Phase 3
  • Winter 2026 to 2027: Detailed design
  • 2027: Hire a construction team and construction starts
  • 2030: Construction complete, Community Recreation Centre opens
The timeline is subject to change.

Downsview Community Recreation Centre (CRC) will offer a variety of year-round programs and services for Downsview’s growing communities and surrounding areas.

The CRC is proposed to include:

  • a six lane, 25-metre lane pool
  • a leisure/tot pool
  • a double gymnasium with a running track
  • fitness studios
  • multi-purpose spaces
  • a community kitchen
  • a weight room
  • seniors and youth spaces
  • Indigenous program space
  • WIFI access throughout the facility
The CRC will meet Accessibility for Ontarians with Disability Act accessibility standards and target Net Zero emissions building design.
 
I live across the street from this site and I reached out to the city regarding the construction happening at the southwest corner of Allen Road and Sheppard. Here is their response:

The Government of Canada is constructing a new federal office facility in this area. The project is being delivered by Public Services and Procurement Canada (PSPC) to accommodate several federal departments currently located across the Greater Toronto Area. The building will be a five-storey, two-wing office facility, with construction expected to be completed by 2030.

Work on site is now underway. Land clearing and site preparation have been completed, and excavation activities began on March 13, 2026. You may notice an increased on-site presence throughout Spring 2026, including the installation of visible site security measures in late March and early April.

To help minimize impacts on the surrounding community:

  • Trucks removing soil and delivering materials will queue on-site as much as possible to reduce traffic impacts.
  • Any required road closures will be coordinated with the City of Toronto.
  • Construction will follow Toronto’s standard construction hours (Monday–Friday, 7:00 a.m. to 7:00 p.m.), and weekend work is not anticipated at this time.
  • Noise, vibration, dust, and other construction impacts will be managed in accordance with City bylaws and Municipal Licensing & Standards requirements.

This project is expected to bring local and regional economic benefits while providing modern workspace for federal employees.
