No, pretty sure the dashed red line is the footprint for this parking garage. An entirely new one, slightly smaller, will be built for the second tower.
That's my understanding as well, at least from looking at the DP when it was out. The tower will sit on the eastern 2/3rds portion and the podium will be built to the western edge of the excavation pit and will continue when the second tower is built.

4th street is evolving into a really dense corridor. If Broadway goes ahead it’ll be the chef’s kiss!
With 4th street growing so rapidly, and the east side of 17th poised to do the same, I foresee a small version of Yonge and Dundas at 4th and 17th, complete with a scramble crossing.
