No, they are indeed dying from a disease(at least the ones in East Bayfront). Waterfront Toronto and city are aware and were considering a treatment plan, but nothing has been done yet.

Could this be a sign that they are restarting construction?

Overall, the trees are still not looking good to me. I don’t think they started treatment. Maybe they decided to just wait it out?
