And now it appears that he is named in the Sandro Lisi ITO document:

iii) Between March 18th and June 24th, 2013 Paulo OH called or texted LISI on 59
occasions.
iv) Between March 18th and June 24th, 2013 LISI called or texted Paulo OH on 52
occasions.

Half of the property (1002 Bathurst) suffered a fire on October 7 in which one person died. Police have called it suspicious and suspect foul play.

The project had been approved.

There should be a willful neglect hotline.

It's not like the developer is hiding anything: he bought some aging properties, and has boarded them up in anticipation of replacing them. All the City could do in response to a tip that they were being neglected is inspect to see that the buildings were properly boarded up.

I think they were actually initially boarded up at the behest of the city - there was trash accumulating in the doorway of #1002, for one thing.
