The thread for this on SSP seems to indicate two towers. I'm assuming they're just launching the first phase now and the second will come later?

Yep. The second tower will come later. The rendering only shows one, but the DP has two in it. The second tower is 27fl 84m and will be on the north side of the plot.

It looks as if they are leveling the bottom of the pit, so maybe that's as far down as they're going.
