The proposal is to allow for the development of a three-storey B.C. Children’s Hospital complex care transition facility to support children and youth. The zoning would change from RS-1 (Residential) District to CD-1 (Comprehensive Development) District. This proposal includes:

  • A floor space ratio (FSR) of 0.52
  • A single-storey 74-space childcare facility
  • New floor area of 10,578.5 sq. m (113,866 sq. ft.)
  • Building heights of 19.2 m (63 ft.) for the complex care facility and 4.2 m (14 ft.) for the childcare facility
  • The existing Hartman Building, Annex Building and the Children’s Hearing and Speech Centre of BC are not proposed to change as part of this application
The application is being considered under the Renfrew-Collingwood Community Vision.

PROJECT HISTORY AND BACKGROUND

The site located at Slocan Street and 21st Avenue East (the Slocan site or the site) in Vancouver has a long history of being home to
health-care facilities for children. A 1912 Fire Insurance map from the City of Vancouver Archives identifies an “isolation hospital”
on the site. In 1931, the Vancouver Preventorium for Children with Tuberculosis opened on the site and operated until the 1950s,
when it became a pediatric chronic care facility. The site underwent many transformations, eventually becoming the Sunny Hill
Health Centre and providing rehabilitation care and developmental assessments for children across the province. Sunny Hill’s move
to the BC Children’s Hospital campus in August 2020 has offered a tremendous opportunity to re-imagine children’s health-care
services on the Slocan site, and to continue the site’s long legacy of caring for this population.

The vision for the Slocan site is a new, first-of-its-kind centre in Canada for children and youth living with health complexity.

The new centre will coordinate care by a multi-disciplinary team through a single point of contact; assist families in navigating
a complex system of services; train families, caregivers and community care providers to comprehensively support their child
within their home community; and leverage research and innovation to improve the quality of life for children living with health
complexity and their families.
 
Updated information:

Provincial Health Services Authority has applied to the City of Vancouver to develop a new three-storey, BC Children's Hospital healthcare facility and a new 74 space childcare facility with retention of three existing buildings on the site.

The proposal includes the following:
  • Height of 16.29 m
  • New FSR of 0.46 (12,465 m2)
  • Total FSR of 0.59 (15,934 m2)
  • One level of underground parking with 83 stalls having vehicular access from Slocan Street and 19 surface parking stalls
