Ideally, this would be an enclosed mall. If you've ever been down there, the noise from the gardiner is actually unbearable around that section. The renderings showing outdoor gatherings, food tables, outdoor bistros, lounge spaces, etc... never going to happen. Nobody in their right mind would eat on a patio down there, or even stop to sip a coffee. It will only ever be a place to go and buy something and then immediately leave.
 
Then all we need to do is close the highway to traffic and convert it into a hybrid railway and long distance bus road. Union Station and Union Station Bus Terminal are right there. If we can't tear it down because we are spending so much on renovating it and building cyberpunk-esque urban areas under it, why not use it for better purposes?

It's a neat idea but where would all that Gardiner traffic go?
