However that would require reconfiguring the Hayden Street exit, which wouldn't be economical to do. Also it says "Expansion", nor "Relocation". When something is "Expanded", that usually means its getting bigger.

Lets be honest, this project is no longer a major priority with ridership likely slacking long term due to COVID. It of course is needed, but not as urgently as may have been thought in 2019...
COVID-19 will be short term. By 2033, ridership will be back up (or higher).
 
If they are projecting 2033, that means this wont be done till 2040 at the earliest.
By "finished", I think the new platforms will be in "use" by 2033. However, it will not be "finished" with ceilings, flooring, etc. and having passengers walk around obstacles that the workers will still be working on.

If the standard for completion is finished ceilings then most of the subway system is still under construction.

The report above says Spring 2030 - perhaps as early as Spring 2029. Winter 2033 is the contingency date for the remaining work. There's significant expansion work at the mezzanine level.

We said the same thing back in the late 1980s about this project - think about where we would be now if we had gone ahead with it at that time?

They went for the cheap half-measure that didn't address the fundamental issues.

The half-measures are usually the result of the anti-transit fiscal conservatives who rather spend ZERO on transit improvements. They always look for the cheaper option, which results in spending more money in the end to correct.
