The photo tells a different story. The ramp is being widened.


Could be a new sidewalk or for two way traffic (should the parking garage entrance be on that side?)
 
The parking garage and loading dock entrances are all on the side facing the flyover.
 
The personal vehicle entrance is on 6th Ave. Loading/garbage is off of 5th Ave. I believe it is a larger sidewalk, and a better connection down the slope to the sidewalk on the 5th Ave flyover.
 
Looks like it will be a two-way ramp, and a lane is being removed from 3rd street (presumably as part of the CMLC 3rd street improvements):

I passed by that intersection yesterday and they already have the little triangle traffic island that goes between the green and blue lines (shown in picture) in place. So this road must be opening soon?
