Ground floor plan is hidden behind a black box for some reason. It's all retail.
 
This looks like more than just prepping for a sales ctr. The DP will almost certainly need to go to Planning Commission for approval and that hasn't happened yet. Wondering if, like Mountain Man suggests, they were able to obtain a shoring & excavation permit like Scotia Place did? Not sure under what conditions The City allows that to happen?
 
What if you own a property and you desire to remove the contaminated soil that goes down 8 feet up to the property line? Shouldn't you be able to get a shoring and excavation permit?

I think think there is a remediation permit you can get (usually tied to shoring and excavation), I'd be amazed if there was contamination on this site, was just an ugly office building for like 40 years.

It was a data centre for one of the big banks where all the paper cheques were cleared
 
I walk by almost daily and there have been construction vehicles parked there most days since Imperia started up. My guess is they are just cleaning up the site to use this as a yard for Imperia. I wouldn't expect Truman to go full out with simultaneous construction of two high-rises, but I could be totally wrong.
