Three generations of uninspiring apartment towers in one shot (70s, 80s/90s, and 2020s). I think the fact that it does fit in with its surroundings is why people dislike this building - it's new, and so an opportunity to do something better, but instead is just as boring as the rest.
I know why people dislike it, as you say this section of Beltline is a snapshot in mediocrity.

I've never seen a building look so dirty and old before construction completion. Is the EIFS that terrible and cheap that it sucks up all of the construction dust? Hopefully they power wash the whole building before tenants move in.

Sure, but Vancouver also has the climate for the trees. Whereas Calgary was essentially built in a grassland desert.
I think it's a combo of both. Trees are easier to grow in Vancouver for sure, combined with the city of Calgary not making trees a bigger priority for the Beltline area. It's too bad the city doesn't allocate money for trees and shrubbery based on people per sq km. Downtown and the Beltline would be fill of trees.
