It appears that they preserved the old floor while putting a new caisson through the basement.

The old retaining wall from .. ( '70s ? )
reduce REUSE recycle - no need to get rid of a perfectly fine basement wall just because you want to build a high-rise there. I'm guessing they are still doing a matt.
