I guess we now know why progress has been non-existent - the developer, Areacor, has been placed into receivership as of January. Lightly reading through the documents it appears the construction officially halted in June of 2021, which seems about right.

Looks like the Janesville Lofts at 15 Cannon St W has restarted construction, New Owner Marbelle Estates Inc is taken over from now-bankrupt Areacor and a permit on the city’s site confirmed.
Thank you @Branden Simon for the update. This project has returned to 'Under Construction' in the database. Areacor has been removed and Marbelle Group has been added.

Steel frame for a midrise residential is a bit unusual, I gather.

Steel is better to build on like Janesville lofts and another new steel frame residential building is constructed on 106 Bay Street North.

I joked about it TWO YEARS AGO but you can now see the trees have actually grown more than the building. The trees might be 30% larger while the building’s elevator shaft has climbed one floor.

There's been a couple cars here every day, but they don't seem to be doing much. I have no idea what's taking so long.
