I thought the site was: 29 storey condo in south east corner, library in south west corner, park for the rest? I didn't think their was a second phase?
 
You beat me to it Atlantis. You are right, there are footings. I also noticed piping and water being drained out in photo #3. Not sure where it's coming from, but it's a continuous flow.

Haven't they been pumping that water for months now? I too would like to know where it's all coming from.
