Yeah, I thought it was a bit of a joke when I first heard it.
Additionally, this project is currently before VCAT( functions as an appeals court for development amongst other things) and may end up getting 10 floors added back on top( to approx. 250m), after this was needlessly cut down further than what was necessary for overshadowing controls. Strangely enough, all the renders indicate 78 floors and the developer has been selling apartments in those currently non-existent floors, so go figure!

Project ended up being approved at 249m and 78L.
