This is nearly completed, and as far as Gene Kaufman is concerned, it is actually a quite decent design, complete with a classic water tower on top. Of course, it does break the street wall to create a small plaza and sitting area in front, a Kaufman signature move that is hated by many due to the "missing teeth" theory of urban planning. From a distance, it looks like the city was hollowed out and decaying when in fact it is actually well developed.
