They are doing SOMETHING over here, but it is just pipe work for a "temporary" parking lot rather than a huge tower. The narrow concrete wall structure on the corner is a project for a memorial to the 6 victims of a demolition gone wrong when part of the building fell on top of an adjacent Salvation Army store in 2013.

Richard Basciano, who owns the entire site, was found liable in the lawsuit regarding the building collapse, and with the tragedy and resulting controversy, the project was likely put off for a while, although the tower is not on any part of the sites involved in the collapse. "Naked Philly" states that a surface parking lot will in fact be a temporary use for the site.
