I'm not in any way involved in the industry, so I'm curious about value engineering. It sucks big butts, but I'm wondering how it usually plays out. At what stage does it usually sneak in?

Do architecture and design firms usually do multiple value designs early on and we only get to see the attention grabbing sexy ones? Or is it usually something that happens later in the process when the developer sees that the finances aren't working out quite like the wanted?
 
My guess is it creeps in as the project moves along. As with just about any project of any kind, costs always seem to go up as things progress, and the developer would no doubt have to make cutbacks. Sounds simplistic, but I would assume that's the normal course of events.
