Ick. It probably meant that the waterbody is severely eutrophic, loaded with nutrients runoff (think overfertilizing one's lawn) with algal booms choking off whatever's in it.

lovely photos, thanks. This, together with the Necropolis and the residential streets of Cabbagetown make up a very beautiful part of town.
 
The Toronto Zoo used to be there - a few sad, motheaten, psychotic animals pacing about in cages. A lion, some large thuggish emus, a stinky bison or two, if I recall correctly.
