Torode sold this. The new owner/developer is Cairo Developments. It will be a rental for sure. No one in their right mind would purchase a condo right next to the railway tracks.
In Calgary that's probably true - we have lots of better land elsewhere for condos. Not so elsewhere (Toronto):

Freight trains would be much louder and last longer, despite being something like 20X less frequent than GO trains in area of Toronto. If you don't mind the noise, the location in Ramsay is pretty top-notch and with good views into the city.

Its even worse than just railway tracks. With the new rail bridge put in, yard switching operations are extended further West from Alyth, so there will now be even more noise from shoving cars back and forth.

I can hear some freight trains from my condo and I live on the 18th floor and 3 blocks south of the tracks. I can only imagine what they will sound like in a low-rise, wood frame building that is about 30-40 feet from the tracks. Probably feel like they are coming right through your living room.
 
DP has been submitted

For some reason, that DP was cancelled and they submitted a new one again, which can be found here:
NORR is still the architect, but looks to be GBS Development Group as the developer now, according to the drawings. The drawings are available for download on the link, here are a few of the renderings. Not a lot different from what was shown in 2017 by the looks of it.
