Key Highlights:

Make McCowan/Progress intersection at-grade again, removing the current overpass arrangement and on/off ramp infrastructure.

Reduce lane capacity on Borough Drive from 4 lanes to 2 lanes, adding bike lanes and sidewalks as applicable.

(longer term) Extend Bellamy Road north under/over the 401 to Milner.

Extend Bushby eastward to Bellamy.

Additional fine-grained streets.

Accommodate future BRT to Durham Region

Masterplan for STC Mall lands is separate, but in progress.

So far, so good. If delivered it would be a material improvement.

But the mall lands will prove to be key.

I would really like to see the property severed into approximately 9 pieces.

Moving the alignment of Progress south so that it doesn't go so far out of its way around the current mall.

Repurpose the existing Progress as a new E-W street from Brimley to McCowan.

Get at least 3 new N-S roads through the mall lands breaking them into manageable blocks.

More would be fine.

Replace the mall across at least 2 of those blocks, with a 'path' connection, new density over the top, and the mall foot print spread over 3 general floors, with department stores being 4, to allow for a more space-efficient layout.

But one thing at at time.

One long standing project idea to improve Scarborough Centre is to 'fix' the intersection of McCowan and Progress by returning it to at-grade.

It has suddenly appeared as a budget item; and with a near-term delivery date too.

As much as I am in favour of an at-grade intersection, I will miss the covered sidewalk on the southside of the overpass.

Would love to see a north-south dedicated bike lanes connecting to progress, maybe at Midland with all the schools. Trying to get to STC from the North/South of it is like running the gauntlet.
The city is pushing Brimley as the major north-south cycling connection to coincide with their road reconstruction in 2023.

Bellamy to the east is also on the radar; though currently, that only gets you from Progress to just north of Eglinton. (no crossing of 401, and road discontinuous at Eglinton)

Brimley would be nice, especially from Sheppard to huntingwood on the east side area that currently straddles the road and the ravine but from the rail line just north of Sheppard to STC its a gongshow.
