I was somewhat puzzled that the thread name didn't mention the city in which this is located. Then I Googled it and saw in one of the articles:

It is not planned for any particular location, although the team are in talks with officials from numerous cities interested in building it

I suspect this is highly unlikely to get built.

I suspect you're right.

They do use real skylines in the renderings though, which I have not yet tried to identify.
