This is a project that has been going through the approval process relatively quietly in Kitchener since it doesn't need to go through the OPA/ZBA process as it conforms to the existing Res-7 zoning in the 2019-051 bylaw. It originally had SPA filed in 2022 with conditional approval in 2023, in 2023 and 2024 there were CoA applications to allow for those various conditions to be met.
The site in its current state is municipally addressed as 15 Dellroy Ave which is home to a 6 floor building and a large vacant field (more of a pit), the vacant field was originally for a second phase that never saw the light of day but some foundation walls were built next Weber St. Through the CoA the developer has gotten an approved lot severance to make 1055 Weber St E. 1055 Weber St E will include the new 18 floor building, It will contain a 4 floor podium that will extend along Weber St with ground floor commercial. 15 Dellroy will keep it's existing 6 floor building. Savic Homes has done a bunch of projects through KW since their inception, the most notable project being the entire Avalon complex (3 apartment buildings and stacked townhomes, there's 2 different threads on here for it but they act as one cohesive development). Savic has some other land holdings in KW that they plan to develop in the coming years but none of those are public yet, one project in particular should become public in the next year or two.
Overall this site will include 284 units between the existing and proposed development. 238 units will be in the new building, unit break down is not provided but on the site plan it indicates Bachelor, 1bdrm, 2bdrm, 3bdrm so there will be some mix. The existing building being retained contains 46 units.
There will be 200 parking spaces between both buildings. 20 of theses spaces are provided below the existing building, 71 spaces are provided as surface parking, the remaining 109 spaces are provided in 2 levels of underground parking below the new building. The developer is also working with the MTO to gain a long term lease on MTO owned lands across Dellroy Ave to provide an additional 120 spaces. The lands were purchased by the MTO decades ago for the reconfiguration of the Hwy 7/8 interchange as they needed some of the property, since then however the lands have sat vacant (roughly 20 years). For the purposes of the SPA and CoA applications those 120 potential spaces aren't considered, regardless staff both regional and city have no issue with the proposed on site parking (200 spaces). Access to the existing underground parking is provided from Dellroy Ave, the new underground will be accessed via Weber St, and the surface parking will be accessed from both Weber and Dellroy, the Weber St access is required to facility fire truck movements. Regardless there's 4 driveways to the parking for this.
Initially regional staff had issues with the DVT and CVT (Driveway Visibility Triangle and Corner Visibility Triangle) as the building was encroaching ever so slightly into it. Due to this there were some rather minor revisions in the building to allow for the building not to encroach. Regional staff no longer have any issues.
There are a pile of conditions that the applicant must comply with for approval but they're all typical for the City/Region so there isn't anything noteworthy.

In terms of building permits Savic has the shoring permit in place with applications for Foundation and Balance of Construction. I haven't been by the site recently to see if there is any shoring work taking place but a couple of weeks ago they were working on filling part of the field to create a work area for a shoring rig. This past week they also put the tower crane up for the site, it's certainly tall enough to construct the building but it's in a rather bizarre position based on where the 18 floor building is going. The tower crane is set up about 20 feet straight out from the door on the existing building you can see on the street view photo, roughly parking spot 32 on the ground floor plan.
Regardless here's a photo of the crane from King St E, the other two cranes visible are Vive's SYLK Towers Phase 1 and Elevate Condos.
