Updated project description:
Site Plan Approval for a 37-storey mixed-use building having a non-residential gross floor area of 137 square metres and a residential gross floor area of 32,114.0 square metres. A total of 459 new residential dwelling units are proposed.
 
Correct case here:
In a November 5 decision, OLT member Carrie Hardy allowed an appeal, in part, by 1388010 Ontario Inc. and 401701 Ontario Ltd. against the City of Toronto’s failure to make a decision on its rezoning application for 93-131 & 155 Balliol Street.

The revised proposal consists of a new 37-storey residential building to contain 442 dwelling units, including 19 replacement townhouse units integrated into the base of the new building. The new building will contain a private daycare incorporated into the podium with an adjacent outdoor play area, as well as a 904 m2 on-site parkland dedication and a publicly-accessible north-south mid-block connection.
 
Database information along with new renderings are updated. The original storey count went from 38 storeys to 37 storeys. The overall height of the building changed from 129.60m to 123.04m. The total unit count went from 536 to 440 and the parking count reduced from 286 to 229.
 


95-131 and 155 Balliol Street - Rental Housing Demolition Application - Final Report

This item will be considered by Toronto and East York Community Council on February 16, 2022. It will be considered by City Council on March 9, 2022, subject to the actions of the Toronto and East York Community Council.

Summary
A Rental Housing Demolition application (18 173492 STE 22 RH) has been submitted under Chapter 667 of the Toronto Municipal Code pursuant to Section 111 of the City of Toronto Act, 2006 for the residential rental property at 95-131 and 155 Balliol Street.

The application proposes to demolish 19 rental townhouse units at 95-131 Balliol Street and redevelop the lands with a 37-storey residential building comprised of 440 dwelling units, including 19 replacement rental townhouse units on the first through fourth floors. The proposal includes a Tenant Relocation and Assistance Plan that addresses the right for existing tenants to return to a replacement rental townhouse unit at similar rent and financial compensation to mitigate hardship. The existing 18-storey rental apartment building known municipally as 155 Balliol Street, which is comprised of 267 rental dwelling units, would be retained as part of the development and none of the building's residents would experience any changes to their tenancies.

The properties are also the subject of a Zoning By-law Amendment (ZBA) application (20 155678 STE 12 OZ), which was appealed to the Ontario Land Tribunal (OLT) in October 2020 (Case No. PL200550) due to City Council's failure to make a decision on the applications within the timeframe prescribed by the Planning Act. A settlement offer was endorsed by City Council on October 1, 2021. In its Decision dated November 5, 2021, the OLT approved the proposed ZBAs in principle and withheld its final Order until outstanding matters, including a decision by City Council on the Rental Housing Demolition application, are resolved.

This report recommends approval of the Rental Housing Demolition application under Chapter 667 of the Toronto Municipal Code and the Residential Demolition Permit under Chapter 363 of the Toronto Municipal Code, subject to conditions.​
 
No new renderings are updated in the database. There are some minor project information changes. The total unit count increased from 440 units to 442 units. Total heigh remain the same at 123.04m. Total storey count remain the same at 37 storeys. Finally, the total parking spaces reduced from 229 parking spaces to 216 parking spaces.
 
Seeing some fresh lobbying on this one, I peered into the AIC.

There was a technical resubmission on the SPA here in August '23


The Cover Letter at the time notes the intent of the resubmission was to move to NOAC which has not happened.
