Not surprise the City is opposing this development as it too tall, not enough parking and no affordable housing.
5.3 PUBLIC MEETING RECOMMENDATION REPORT (WARD 1) Official Plan Amendment and Rezoning applications to permit a 22 storey apartment building with 258 units and six levels of underground parking.
Address: 23 Elizabeth Street North Applicant: Edenshaw Elizabeth Developments Limited File: OZ 20-006 W1 David Ferro, Development Planner provided an overview of the Official Plan Amendment and Rezoning applications.
Councillor P. Mullin enquired about the traffic impact study and noted concerns with the density of the proposed development. Lin Rogers, Manager, Transportation Projects and Mr. Ferro responded to questions. The following persons spoke:
1. Gillian Flynn, Resident noted concerns with the proposed height and the planned tree removal.
2. Chris Mackie, Resident noted concerns with density and parking. Mr. Mackie further noted that 13 storeys and an FSI of no more than 4.0 should be the maximum for this location.
3. Roman Tsap, Edenshaw Developments Limited advised that Edenshaw Developments Limited believes that the proposed development can be accommodated with minimal impact to existing properties.
Councillor S. Dasko noted concerns with the height, lack of parking, and that affordable units were not mentioned. Councillor S. Dasko further requested that the applicant reevaluate their application and use a more collaborative approach with the community and planning staff to come up with a workable proposal. Councillor C. Parrish noted that the applicant had been very consultative for past developments and noted concerns for the present proposal.
RECOMMENDATION PDC-0012-2022 Moved By Councillor S. Dasko
1. That City Council direct Legal Services, representatives from the appropriate City Departments and any necessary consultants to attend the Ontario Land Tribunal hearing on the subject applications under File OZ 20-006 W1, Edenshaw Elizabeth Developments Limited, 42-46 Park Street East and 23 Elizabeth Street North to permit a 22 storey apartment building with 258 units and six levels of underground parking in support of the recommendations outlined in the report dated January 21, 2022, from the Commissioner of Planning and Building, that concludes that the proposed official plan amendment and rezoning applications are not acceptable from a planning standpoint and should not be approved.
2. That City Council provide the Planning and Building Department with the authority to instruct Legal Services on modifications to the position deemed necessary during or Planning and Development Committee - 2022/02/14 5 before the Ontario Land Tribunal hearing process, however if there is a potential for settlement then a report shall be brought back to Council by Legal Services.
3. That three oral submissions be received.

I thought it was too short... I don't understand how Toronto is building 90 floors on its water front and here we are turning down 22 floors?

It's the NIMBY and all the Great King Car folks. Then, the city thinks small in the first place, You come with a building plan of 8 floors or less, they will love you especially if it on the main drag.

OLT Case # OLT-21-002260. A Merit Hearing was held on July 10, 2023, but no written decisions have been posted yet.

The Decision Summary from the OLT Merit Hearing has been posted. The OLT dismissed Edenshaw's appeals.
It was agreed that the property is a good candidate for intensification, and is currently underutilized. However, the Tribunal noted that the proposed development of 24 storeys would make it the tallest building in Port Credit on what is defined as a small lot, which they found would be overdevelopment of a small site with excessive height and massing. The tribunal also acknowledged Minister Clark's letter wherein the Minister supported no restrictions on height for lands within delineated MTSAs or Protected MTSAs, however, the Tribunal determined that the letter is not policy and des not address the Proposed Development, and therefore was of no assistance in this matter.
I guess Edenshaw will have to limit their development to 15 storeys, or work with the City on a revised development application.

Maybe they can add in some affordable units and keep or increase the height?
