I walk by this site almost daily. It’s quite a large site for just 2 buildings. It’s about a 3-5 minute walk to the GO station. The two buildings just to the east of this are both vacant now too.

I don't know w/o digging further whether the relationship to CPKC's corridor influenced that choice.

Railways in such contexts are sometimes forcing crash walls for the first 3-5 levels, that may (or may not) have played a roll.

Certainly, on its face, the space devoted to surface parking seems wasteful.
 
Update - still at 17 and 20 storeys, but a slight redesign including an adjustment to the shapes and unit counts of the towers. It sounds like the Town of Milton has quite a concern for visually pleasing architecture in the city centre, and asked for a more interesting design.

Total of 420 residential parking spaces across 2 levels below-grade, with 120 total visitor spaces - 66 below-grade for the residences and 54 at-grade for the commercial space.

Although I prefer the old version of the podium and crown, the complete obliteration of all spandrel in the new version is incredibly pleasing

I found in the urban design brief that there is not only a "30 metre setback to habitable space" from the CP property line, but interestingly, it also states that the CP corridor is being widened by 10 metres.

The corridor seems to vary in width here, its very wide at the overpass itself, but narrows some as its moves away:

@crs1026 and @smallspy shall be consulted as to the corridor widening here and its likely purpose.
 
The 30-meter setback is the longstanding recommendation of the Railway Association of Canada and the Federation of Canadian Municipalities. See here.

I don't have any specific information about why CPKC wants another 10 meters here.... except the obvious guess....ie provision for GO Expansion.
