Gutting of a heritage building is a bit of an exaggeration and it sort of takes what I said to an extreme conclusion which doesn't really reflect how I feel, or what is happening to this building.

We will have to agree to disagree - in the end it's Cromwell's money and not ours, so it's not really up to us. I can't tell you the details behind Cromwell's decision making process regarding this building because I don't know what they are. I do know that glass guards would have probably looked better (at least to me) than metal panel guards. I think it's also what renters are expecting in a renovated mid century apartment. 100 Spadina Rd did a good job at recreating the breeze block balconies with fritted glass.

The most notable feature of this building (again, at least to me) is its distinctive 70's slab form - not the concrete balcony railings.
The building had to match the style of the previous, rotted, concrete, Brutalist balconies to be keep the architectural heritage. This was the deal with the city of Toronto

I assume they gonna work on the infill at some point?

They tend to come up from the sewers/plumbing. So yes, any residential building both old and new can have them.
