The former Niagara Regional Police headquarters, built in 1963 at the southeast corner of Church Street and Carlisle Street in Downtown St. Catharines was abandoned due to problems including a rat infestation, leaky roof and inadequate temperature controls affecting records. A new detachment has now been built at 198 Welland Avenue and the 68 Church site is being contemplated for redevelopment. Niagara Region is advancing OPA/ZBA applications for a 27, 12 & 4-storey mixed-use residential & commercial development, designed by MacDonald Zuberec Ensslen Architects, with the aim of partnering with or selling to a developer to move forward with redevelopment. A total of 305 residential units are contemplated, however the location was deemed "not optimal" for affordable housing development.
