This may be a silly question but i'm curious about this. Does the city allow for the crane jib to be extended outward over an arterial road and property on the opposite side of the road after construction activity has wrapped for the day?

There's been numerous times i've noticed this with this site as seen in @bangkok 3rd photo, even during extreme weather events like very heavy wind.

Cranes have to be allowed to swing, *especially* in heavy winds. Allowing them to rotate in the wind reduces wind load on the structures. If you locked the crane in place it would be *more* likely to collapse.
