From the photos above (and elsewhere) it appears there is no ramp going to the 'basement" of Phase 2 so I assume it has no parking (or will it have a tunnel below the rail berm?)
There will be a ramp which meets the intersection of Esplanade and Yonge and provides access to a few hundred underground spaces going down to P5.

From sept 2018 SPA.
The ramp is off yonge For 141 Bay and 1 Front St. W.

It looks like they are working on P5 level now. The remaining excavation under all the north and west grade level deck looks challenging.

Unusually minimal construction update:

Dear Neighbours,

Below is a brief update on the CIBC SQUARE project:

Construction at 141 Bay Street
Construction at 141 Bay Street continues to progress as crews excavate and build the foundation of the building. Excavation on the eastern portion of the site continues downward to P5. The forming and pouring of core foundations in the central area of the site is complete and the vertical core walls are ongoing. The forming of the early logistics slab at grade has progressed to Yonge Street.

Overbuild Park
The next phase of construction for the overbuild park has commenced with the erection of new steel trusses. To ensure safety, this work will take place overnight as it requires access to the active Metrolinx rail corridor – no construction personnel are permitted to work in the rail corridor when trains are in operation. This phase of work is expected to continue until May 2022.

COVID-19 Update
We take the health and safety of all workers at CIBC SQUARE very seriously. In addition to closely following all public health guidelines, we are conducting regular rapid testing of workers onsite as an additional screening measure. We continue to monitor the impact of COVID restrictions and absences of critical manpower on construction timelines and will share any changes to anticipated construction work and timelines as required.

We thank you in advance for your patience during this phase of construction. For any questions or comments, please email us at community@CIBCSQUARE.com.

The work on the rail berm retaining wall (leading to the CIBC garage) on south side of the Yonge St rail bridge seems to be moving ahead again. They started this last spring and clearly ran into a snag with Metrolinx or ?? They were putting up formwork and rebar today so it might actually be finished soon. I am still waiting to see how well this garage exit/entrance works as getting into or out of it from Yonge will be 'challenging', esp. at rush hours.
