They started on cladding the podium. So far the glass, at least the colour, looks much better than I was expecting.

A complete guess but it could be part of the cover for the adhesive material placed behind the precast blocks and it would be removed later when they fill the gaps.

Is that the black colored windows?

No expert, but does the black tinted windows and white cladding keep the building cooler inside by reflecting light away?
