So for some reason, they've installed a new iron fence around the entire exterior, blocking the newly installed benches and bicycle racks? I have no clue what they're doing or why.

I'm not sure about that, the contract documents did not have a wrought iron fence anywhere in the project. The client's may have put this in themselves. The images of the hand prints are from early September.
